Introduction

The Tulane University of Louisiana has decreed that the general regulation of fraternity affairs be vested in a council of fraternities. In accordance with this decree, an organization known as the Interfraternity Council has been established and does hereby adopt the following Constitution and By-Laws. The Constitution, By-Laws, and related policy documents are adopted in order to accomplish specific goals:

• To provide for an orderly and systematic government of fraternities at Tulane;

• To promote a stronger, more productive fraternity system;

• To encourage responsible leadership in that system;

• To encourage and support fraternity contributions in academics, athletics, extracurricular, and community-conscious activities;

• To better the level of understanding between fraternity leaders, the Tulane administration, Tulane students, and residents of the Tulane University community;

• To actively promote fraternity programs and events; and, 

• To insure that fraternities will be a credit to their members, to the fraternity system, and to Tulane University.

ARTICLE I:   POWERS

Section 1            All legislative powers granted herein are vested in the Tulane Interfraternity Council (hereinafter referred to as the IFC). The IFC will have the power to pass any and all measures necessary for the enforcement of its Constitution, By-Laws, and policies.

Section 2            Nothing in the Constitution, By-Laws, or policies of the IFC shall be interpreted to be contrary to the rules and regulations of Tulane University or any federal, state, or municipal laws.

Section 3            The IFC has the authority to govern the conduct of the fraternities by imposing restrictions and regulations, and to penalize fraternities as it sees fit for casting discredit on the fraternity system, the IFC, or Tulane University.

Section 4            The IFC will not have the power to interfere with or to regulate internal fraternity affairs insofar as the fraternities conduct themselves contrary to the letter or spirit of this Constitution except as hereinafter provided.

ARTICLE II: MEMBERSHIP

Section 1            The IFC will consist of two active members from each fraternity, one of whom will be designated as the Senior Representative, the other as the Secondary Representative. The two active members from each fraternity must submit their names to a permanent register to be kept by the IFC Secretary upon request by the President of the IFC. This register is the basis for which a fraternity is fined for not providing the designated members that appear in the register for a regularly scheduled meeting.  Friendly amendment:  proxies can be approved by the IFC Secretary.

Section 2            Only duly selected members are allowed to participate in the affairs of the IFC. Fraternity members are welcome to attend IFC meetings, but cannot participate directly in IFC business. Others may be invited by the IFC to appear at meetings when and if necessary.

Section 3            In the event that an IFC representative is unable to attend a scheduled meeting, the fraternity president may appoint an initiated member as his substitute.

Section 4            The responsibilities of an IFC Senior Representative are to:

• Represent and inform the IFC on all aspects of relations with:

1. The University;

2. His Chapter;

3. The Neighborhood; and,

4. Greek Affairs and Scheduled Activities.

B. Decide questions of inter fraternity relations in the best interest of the fraternity system, the neighborhood, the student body, and the University.

C. Introduce ideas for new policies.

D. Participate in active discussion on policies.

E. Pledge to help implement new policies passed by (2/3) of the total number of IFC member fraternities.

F. Vote.

The responsibilities of an IFC Secondary Representative are to:

A. Participate in discussion on policies when the Senior Representative yields the floor to him.

B. Vote in absence of the Senior Representative.

C. Serve on at least one IFC committee and assist with any IFC activity, not limited but to include:

1. Selling of Rush Cards.

2. Preparation for Fall and Spring Rush Convocations (forums).

3. Greek Week.

4. Neighborhood Relations.

5. Publicity Activity.

6. Fraternal policing duties.

7. Emergency meetings - responsible for ensuring a representative from his fraternity will be in attendance.

Section 5            Any person affiliated with a fraternity may serve as the Secondary Representative, and actively participate in discussion and debate; however, only full-initiated, active members will be recognized to cast a fraternity’s vote.

Section 6            Any inter/national fraternity represented at Tulane University at the time of the adoption of this Constitution shall be deemed a member of the IFC. Chapters established afterwards or chapters desiring re-admittance require approval of two-thirds (2/3) vote of the total number of fraternities in the IFC.

Section 7            An individual IFC representative or the fraternity he represents may be expelled for cause from the IFC by a vote of two-thirds (2/3) vote of the total number of IFC-member fraternities, exclusive of the fraternity in question.

ARTICLE III: VOTING

Section 1            Each fraternity has one (1) vote in all IFC matters, with the Senior Representative prevailing in the case of a disagreement.

Section 2            In the event of a tie vote, the IFC President is to cast the deciding vote. Otherwise, he does not vote in normal Council proceedings.

Section 3            No absentee or proxy voting is allowed.

ARTICLE IV: OFFICERS

Section 1            The IFC officers will consist of a President, Vice President, Treasurer, Secretary, and chairmen of Activities, Publicity, and Athletics. This is the line of succession.

Section 2            Nominations will take place at the second (2nd) meeting of the spring semester, with elections to follow at the next regularly scheduled meeting. Officers are elected to serve for the following calendar year.

Section 3            Officers may be removed from office by a simple majority vote of the IFC.

Section 4            A member elected to an IFC office remains as his fraternity’s representative during his term of office.

Section 5            Officers must be in good standing with Tulane University and must maintain a 2.00 cumulative GPA at the time of election and throughout the term of office.

Section 6            If, for any reason, a vacancy occurs, the President will call for nominations and elections at the next regularly scheduled meeting.

ARTICLE V: DUTIES OF OFFICERS

Section 1            The duties of the President are as follows:

A. To preside over all regular and special meetings and to call such meetings as are necessary.

B. To serve, ex officio, as the chairman of the Judicial Board and as a non-voting member of all other committees.

C. To represent the IFC on University committees, and to any outside persons or organizations.

D. To serve as the general supervisory officer to see that all activities of the IFC are efficiently carried out.

Section 2            The duties of the Vice President are as follows:

A. To fulfill the duties of the President in his absence.

B. To serve, ex officio, as the IFC Rush Chairman and as such, Chairman of the Rush Committee.

C. To perform the duties delegated to him by the IFC President.

D. To serve as parliamentarian of the IFC.

Section 3            The duties of the Treasurer are as follows:

A. To handle all financial matters pertaining to the IFC and to periodically report on the financial state of the IFC.

B. To prepare and submit a budget for the IFC each semester.

Section 4            The duties of the Secretary are as follows:

A. To keep the records of the IFC and to complete detailed minutes of all IFC meetings.

B. To act as the IFC correspondent and maintain the organization’s files.

C. To keep a complete and accurate roll of member fraternities and their representatives and to check the roll at all meetings.

D. To serve, ex officio, as the secretary of the Judicial Board.

E. To keep a count of all Riess Cup standings.

Section 5            The duties of the Athletics Chair are as follows:

A. To supervise all inter fraternity competition.

B. To monitor the accumulation of Riess Cup points.

C. To review and revise athletic guidelines.

D. To hear all protests.

Section 6            The duties of the Activities Chair are as follows:

A. To plan Greek Week, Tidal Wave, and any and all social and community services projects undertaken by the IFC.

B. To be the official IFC representative to the Alumni Greek Council.

C. To approve, coordinate and oversee all fraternity chapter community service projects.

Section 7            The duties of the Publicity Chair are as follows:

A. To plan and publish the IFC Rush Book and the IFC Newsletter. 

B. To serve as chairman of a committee that publicizes all IFC events.

C. To act as the representative to the Neighborhood Relations Committee.

ARTICLE VI: JUDICIAL BOARD

Section 1: Philosophy

The Greek community at Tulane University has guidelines and agreements which serve as a framework for acceptable behavior. In order to uphold the standards that have been set by the Interfraternity Council and Tulane University, The Interfraternity Council established the IFC Judicial Board.

As part of the Tulane Greek community, each chapter and individual fraternity member shares the responsibility to act as a positive member of the community. If a chapter or an individual fraternity member does not meet their obligations and violates a policy set forth by the Greek community or Tulane University, the IFC Judicial Board may conduct a disciplinary hearing to review alleged acts of misconduct.

The goal of the hearing process is chiefly educational - to help chapters to realize the impact of their behavior on the community, to teach chapters how to accept responsibility as a good community member, and to modify the chapter’s behavior in the future. Therefore, the IFC Judicial Board has the authority, through the Tulane Code of Student Conduct, to sanction chapters for misconduct.

Section 2: Jurisdiction

A. The IFC Judicial Board may hear any and all disciplinary matters concerning fraternities, and their members, recognized by the IFC. Any violations of the Tulane Code of Student Conduct, the Tulane Alcohol Policy for Greeks, or any other policy deemed relevant by the University’s Chief Judicial Officer may be adjudicated by the IFC Judicial Board. This is in addition to any violation of the rules and procedures enumerated in this Constitution.

B. There is no minimum number of fraternity members who must be involved in an incident before disciplinary action may be taken by the Judicial Board.

C. There may be instances when a violation will be reviewed by the Board, but no action will be taken against the entire chapter for insufficient grounds.

D. The IFC Judicial Board may convene to review regulations that may be unconstitutional.

Section 3: Membership

A. The IFC Executive Board shall serve as official members of the Judicial Board.

B. The President of the IFC shall serve as Chairman of the Judicial Board. The Chairman will preside at all meetings and will rule on all questions of order and procedure. In this capacity, he will schedule hearings, provide appropriate evidence, ensure that all involved have been notified of the hearing, read the charges, and summarize the relevant information for the record as the first step of the hearing process. The Chairman shall be responsible for writing referral and recommendation letters.

C. In the case of a Judicial Board member’s chapter being involved, that member shall remove himself from the deliberations and decisions of that case. If the Chairman’s chapter is involved in the hearing, the Vice-President of the IFC shall serve as Chairman. If the Vice-President cannot serve as Chairman because his chapter is involved in the hearing, the Treasurer of the IFC shall serve as Chairman.

D. The Director of Fraternity and Sorority Programs shall serve as the Adviser to the Judicial Board.  The Adviser is an ex-officio member and shall not participate in voting. The Adviser will witness the entire hearing process to ensure due process.       

Section 4: Voting

A. A quorum shall consist of five board members. There must be quorum to convene a hearing and to call for a vote.

B. In the case of a vote, majority shall rule.

C. The Chairman of the Judicial Board shall vote in the case of a tie.

Section 5: Procedures

A. An official complaint in writing must be received by The Department of Student Programs.  Official referrals to the IFC Judicial Board must be made by The Department of Student Programs.   

B. Should a hearing be deemed necessary, the involved parties will be notified in writing at least 48 hours prior to a hearing.

C. If a hearing is deemed necessary, it will take place at the next regularly scheduled IFC Judicial Board meeting (when possible).

D. Upon receipt of the official hearing notification letter, the chapter president of the charged fraternity should schedule an appointment to meet with the Director of Greek Affairs to review the hearing procedure and due process.                                                     

Section 6: Hearing Process

A. All meetings will be closed to the public.

B. Attendance by the chapter president or official chapter representative is required. If a representative from the charged chapter is absent from the scheduled hearing or voluntarily leaves during the hearing, the case may be heard in his absence.

C. Rights of parties during hearings:

1. The chapter president of the charged fraternity has the right to be present, to hear and question all witnesses, and to examine all evidence, including all written documentation presented to the Judicial Board.

2. The parties have the right to call witnesses on their behalf.

3. The charged party has the right to have one adviser (i.e. faculty or staff adviser, etc.) present during the hearings. The adviser may not present evidence or make motions. His/her role is simply to advise the fraternity but not to actively participate in the hearing process.  

4. The complainant shall have the same rights as the charged (i.e., the right to call witnesses, the right to have an adviser present, etc.).

Section 7: Sanctions

A. The Judicial Board has the authority to assign one or more of the following six sanctions for violations of their codes:

1. Fines;

2. A letter of warning, specifying needed changes in behavior;

3. Assignment of special projects and/or service to be completed by the organization’s membership;

4. Exclusion from Greek activities;

5. A period of probation with a time limit and specified conditions under the supervision of the IFC and social suspension for a specified period of time; and,

6. A recommendation that the University recognition of a chapter be withdrawn.             

Section 8: Appeals

A. A letter requesting an appeal must be submitted to the Vice President for Student Affairs/Dean of Students within five working days upon receipt of the sanction letter.

B. An appeal may request that sanctions be reduced or eliminated or that the case be referred back to the Judicial Board for further review. In the initial appeal request, the charged fraternity must specify in writing the rationale for the appeal. If the requesting chapter fails to provide the necessary information to the Vice President/Dean of Students within the specified time period, the appeal may not be granted, and the previous decision will be final.

The grounds for an appeal can be requested as a result of the following conditions:

1. When a sanction is grossly disproportionate to the offense.

2. When the specified procedural errors in the interpretation of IFC or University regulations are so substantial as to deny the accused chapter a fair hearing.

3. When new and significant evidence appears which could not have been discovered by a diligent accused chapter before or during the original hearing.

4. When the evidence suggests that the finding of a violation was arbitrary and capricious.  An arbitrary and capricious violation is defined as one unsupported by any evidence.

C. Appeal Board Membership

1. The Vice President of Student Affairs/Dean of Students shall serve as the Chairperson of the Appeal Board.

2. The Associate Dean of Students shall be a permanent member.

3. One student chosen by the IFC Executive Board shall be a member. The student will serve a one-year term.

D. Appeal procedure:

1. The Appeal Board shall review written information presented at the original hearing and subsequent written statements by all parties involved regarding the rationale for the appeal. If additional information is needed to make a final decision, the Appeal Board may decide to meet with witnesses who gave testimony at the hearing.                    

2. Following the review of the appeal, the Appeal Board will send a letter informing the charged chapter of the Board’s decision within five working days.

ARTICLE VII: MEETINGS

Section 1: A simple majority of member fraternities present at a meeting constitutes a quorum. Only one member need be present to represent a fraternity.

Section 2: Meetings will take place each week of the fall and spring semesters at a time and place designated by the IFC President (unless otherwise agreed upon by the IFC).

Section 3 :Special meetings may be called by the Judicial Board or by written request made to the IFC President by at least four fraternities. IFC members will be given twenty-four (24) hours notice of a special meeting.

Section 4: Any fraternity which fails to attend any regular or special meeting will be fined twenty-five dollars ($25) per absence. Any fraternity missing three (3) consecutive meetings will be referred to the Judicial Board for judicial action.

ARTICLE VIII: PROCEDURES

Section 1: Regular meetings will be conducted in accordance with Robert’s Rules of Order, newly revised.

Section 2: Any fraternity that is party in a judicial proceeding or in any protest must be notified of proceedings before any action is taken.

Section 3: Any fraternity that is party to a controversy or stands accused of a violation of IFC policy is not allowed a vote in the committee proceedings that will be addressing the issue or in any subsequent appeal.

ARTICLE 9   FINANCES

Section 1: IFC dues will be determined and approved by a majority vote of the IFC at the first meeting of each semester.

Section 2: The IFC Executive Board can levy appropriations or assessments from the member fraternities.  Fraternities will be provided a written statement of their accounts at the last regular IFC meeting of each month. Any money owed is due by the first (1st) of the following month. Bills outstanding after the due date will be assessed a ten percent (10%) late fee. Any fraternity with a bill one month over due will be subject to social restriction or suspension from the IFC until payment is made or a payment plan is approved by the IFC Treasurer.

ARTICLE X: THE COMMITTEE SYSTEM OF THE IFC

Section 1            All committees are appointed by the President of the IFC.

Section 2            All committees are ultimately subject to the President of the IFC.

Section 3            All committees are primarily governed under the Office of the Vice President.

Section 4            There shall exist the following standing committees:

A. Judicial

B. Rush:  Chaired by the Vice President of IFC.

1. Summer preparation for Fall rush.

2. Fall rush - publicize open dinners and afford freshmen the opportunity to be exposed to Tulane Greek life via activities or information sessions.

3. Promotion of bid card sales and selling.

4. Convocation (forum) speaker and Information packets.

5. Tallying of Rush Statistics before, during and after Convocation.

C. Neighborhood Relations Committee:  Chaired by the Publicity Chair

1. Attend Neighborhood Relations Meetings and regular meetings of the Broadway neighborhood.

2. Organize and enforce all litter patrols.

3. Designate litter patrol areas for each fraternity and work weekly with each fraternity to ensure productivity beautification.

4. Address all policies passed by the IFC dealing with neighborhood relations.

D. Greek Activities Committee:  Chaired by the Activities Chair

ARTICLE XI: BY-LAWS & AMENDMENTS

Section 1            This Constitution may be amended or repealed by a two-thirds (2/3) vote of the member fraternities of the IFC. Amendments or a movement to repeal are to be made in the new business of the following meeting.

Section 2            By-Laws and any other rules and regulations concerning inter fraternity competition or behavior can be made, amended, or repealed by a majority vote of the IFC. They can be made and voted upon in the same meeting.

Section 3            Amendments to the Constitution or By-Laws and any rules or regulations will be referred to the IFC Adviser for approval.

ARTICLE XII: ADOPTION

Section 1: This Constitution and its By-Laws become effective upon ratification by two-thirds (2/3) of the IFC member fraternities.

Section 2: This Constitution and its By-Laws supersede any predecessors.

BY-LAWS OF THE TULANE INTERFRATERNITY COUNCIL

Title 1 Rules Pertaining to the Interfraternity Council

ARTICLE I: DUES

Interfraternity Council dues will be six dollars for each participating member (active, pledge, or associate) for each semester. The dues shall be paid by each fraternity directly to the IFC.

ARTICLE II: SOUTHEASTERN INTERFRATERNITY CONFERENCE

The IFC officers may attend the annual Southeastern Interfraternity Conference. The IFC will pay for transportation, registration, and lodging costs of those members attending the conference.

ARTICLE III: THE KARLEM RIESS SCHOLARSHIP

The IFC will donate five hundred dollars ($500) annually to a scholarship fund which it has established with Tulane University. The interest that the IFC accrues from this fund will be given annually to a student for a tuition scholarship. If the interest does not amount to enough money to provide for a one-semester scholarship, the amount needed will be taken from the $500 donation. If the interest exceeds the amount of a one-semester scholarship, the remaining funds will be added to the principal amount in the fund.

The scholarship shall be awarded to a student in one of the undergraduate colleges on a rotating basis by the Director of Financial Aid.

ARTICLE IV: NTERFRATERNITY CODE

Each year, the IFC will distribute to each fraternity a copy of any changes in the IFC Constitution and By-Laws made during the previous year. The Secretary will have available copies at all times for fraternities and will have an up-to-date copy of the Constitution and By-Laws at every meeting.

ARTICLE V: INTERFRATERNITY COUNCIL RUSH BROCHURE

Each year, the IFC will publish a brochure describing the fraternity system at Tulane. This brochure will be completely impartial and unbiased. This brochure will be distributed to all prospective members during Orientation week at Tulane. The IFC will bear as much of the cost as is possible. The fraternities, including probationary members, will be assessed the remainder of the cost. The Chairman of the Publicity Committee will be in charge of this publication.

ARTICLE VI: FRATERNITY FUNCTIONS

A fraternity function is defined as any organized gathering of fraternity members, with or without dates and/or guests. The term includes not only those events officially passed in a chapter’s meeting, but also those which arise spontaneously as a result of the effort of one or more members. This definition covers all types of events, whether inside or outside of the chapter house.

ARTICLE VII: PUBLICATIONS

Any material intended for campus or general distribution as well as all rush material must be approved by the Director of Fraternity and Sorority Programs prior to distribution.

Title 2 Rules Pertaining to Member Fraternities

ARTICLE I: RESIDENT MEMBERS

Within the first two weeks of every semester, each fraternity must furnish the Director of Fraternity and Sorority Programs with a complete chapter roster. This list must include all initiated members, pledges, and associates. Chapters should designate which members are living in the chapter house. Inactive members and social affiliates must also be marked appropriately.

ARTICLE II: HOUSE REGULATIONS

Section 1: All fraternity chapters must maintain their chapter houses according to the rules of sanitation, health, and safety as set forth by the City of New Orleans and in accordance with any policies established by the IFC or Tulane University.

Section 2: Every fraternity chapter is urged to give consideration to its neighbors. This means maintaining friendly relationships with neighbors and respecting neighborhood gardens. It does not mean blocking neighbors driveways, making excessive noise, etc. Complaints will be forwarded to the Judicial Board for appropriate action.

Section 3: The IFC Neighborhood Relations Standards is the official statement of policy.

Title 3 Rules Pertaining to Pledge and Initiation Activities

ARTICLE I: SCHOLASTIC REQUIREMENTS FOR INITIATION

To be eligible for initiation, a student must:

A. Be enrolled in a course leading to a degree;

B. Be a full-time student, which is defined as carrying 12 semester hours (3 or more units) or the equivalent.

ARTICLE II: TIME FOR INITIATIONS

Section 1: The Director of Fraternity and Sorority Programs must be notified of the date of each fraternity’s initiation no less than one (1) month prior to that date.

Section 2: No initiations may be held during the summer semesters or during final exam periods.

Section 3: All new member development activities must end by the Saturday most nearly five weeks prior to the first date of final exams for the undergraduate colleges.

ARTICLE III: PLEDGE AND INITIATION ACTIVITIES

Section 1: No fraternity may require of its pledges participation in any activities which interfere with the normal study habits of college students. No pledges may be required to live in a fraternity house during an initiation period. All pledges must be released from required activities each day from 7 p.m. to 8 a.m. the following day, unless special permission for an activity is obtained from the Director of Fraternity and Sorority Programs.

Section 2: During the period of pledging and during initiation activities, corporal hazing (i.e. paddling, physical exercise of any kind, scavenger hunts, kidnapping, road trips, wearing any abnormal or unusual article of clothing, etc.) will not be allowed by any fraternity.

Section 3: No psychological hazing, verbal abuse, or any form of harassment or intimidation will be permitted at any time.

Section 4: No informal initiation activities of any kind are permitted.

Section 5: No personal servitude will be allowed.

Section 6: Pledge programs will be run in strict accordance with the policies provided by the inter/national headquarters of each fraternity.

ARTICLE IV: DISCIPLINARY PROBATION

Section 1: Fraternities violating any of these rules will be reported to the Judicial Board and the Director of Fraternity and Sorority Programs for appropriate action.

Section 2: Violations of rules pertaining to pledge activities will be communicated to the national headquarters of the fraternity involved by the Director of Fraternity and Sorority Programs.

Title 4 Rules Pertaining to Social Functions

ARTICLE I: REGISTRATION

All fraternity social functions (including mixers, rush functions, etc.) must be registered with the Associate Dean of Students. The appropriate form must be completed and submitted to the Associate Dean of Students at least five days prior to the event. Failure to register an event will result in action by the Judicial Board.

ARTICLE II: TIME OF PARTIES

Parties held in fraternity houses on Friday or Saturday evenings must close promptly at 12 midnight. Bands must stop playing at 12 midnight. Weeknight functions must end by 10:00 p.m. and cannot have live music. Violations will be referred automatically to the Judicial Board.

ARTICLE III: ALCOHOLIC BEVERAGES

Section 1: Alternative beverages such as soft drinks and nonalcoholic punch must be provided and must be dispensed from the same location as alcoholic beverages. Dispensation of alcoholic beverages must be controlled by a fraternity member of legal drinking age.

Section 2: No alcoholic beverages may be served at formal rush parties, whether held in the fraternity house or elsewhere. 

Title 5 Rules Pertaining to Probationary Members of the Tulane Interfraternity Council

ARTICLE I: ADMISSION TO PROBATIONARY MEMBERSHIP

Section 1: A new organization seeking affiliation as a probationary member of the Tulane Interfraternity Council must petition the IFC for such recognition.

Section 2: A majority vote of the IFC member fraternities is needed for acceptance as a probationary member.

ARTICLE 2       PROBATIONARY MEMBERSHIP

Section 1: The period of probation will be 12 months following recognition, unless waived by the Tulane IFC.

Section 2: Probationary members will have the privilege of speaking at IFC meetings, but will have no vote during the probationary period.

Section 3: The privilege of speaking will not apply when the probationary group is itself under consideration for full membership in the IFC.

Section 4: At the end of the twelve-month probationary period, the Judicial Board of the IFC shall serve as an investigating committee to determine whether or not the group has satisfied the IFC’s requirements for full membership.

Section 5: No probationary group is guaranteed final, full membership in the Tulane IFC.

ARTICLE III: QUALIFICATIONS FOR FULL MEMBERSHIP

Section 1: Membership: The group must have at least 20 active members.

Section 2: Advisers: The probationary group must have a faculty adviser and an alumni adviser.

Section 3: Concordance with IFC rules: The probationary group must conform to the spirit as well as to the letter of the law concerning all IFC and Tulane University regulations.

Section 4: Any inter/national fraternity petitioned by a probationary member must be a full member in good standing of the National Interfraternity Conference or the National Pan-Hellenic Conference, Inc.

ARTICLE IV: ADMISSION TO FULL MEMBERSHIP

The probationary member must fulfill all requirements as set forth by the IFC and then receive approval by two-thirds (2/3) of the member fraternities of the IFC.

ARTICLE V: ADMISSION OF NPHC (National Pan-Hellenic Conference) CHAPTERS

Section 1: The procedure for recognition of NPHC chapters shall be as follows:

A. Receive approval from the Inter/national office and the local alumni chapter. Begin application procedure with the University.

B. Submit a letter of interest, a petition of interested students, and the name of the chapter adviser, along with a copy of the Constitution and By-Laws of the national and local organization, policy statement on hazing, and policy statement on non-discrimination to the IFC of Tulane University.

C. Arrange for and make a formal presentation at a meeting of the IFC.

D. The IFC votes. A two-thirds (2/3)majority of the IFC is required to establish a new chapter.
